FINANCE, PLANNING & PERSONNEL COMMITTEE

Chapter 3.   Review financial planning, loan arrangements, contracts, rental agreements, insurance policies, rate schedules before presentation to Board for action.  Check tax roll and tax receipts.  Prepare annual budget.  Check claims and vouchers prior to payment.  Review applications for new employees, all village personnel policies, job descriptions, evaluations, working conditions, wages and benefits.  TIF District and floodplain.  Receive Development Committee recommendations regarding economic development revolving fund loans.  Review of municipal ordinance code.

 

BUILDING & PROPERTY COMMITTEE

PARKS & ACTIVITIES

Chairman, DOW, FARRELL, HELLMANN

 

Supervise:  Necessary upkeep of all buildings and property.  Planning of new buildings, library facilities, community center activity, village machinery and forestry care.  Suggest regulations for proper use of buildings.  Make recommendations and report to the full Board.  Supervise all activities at the tractor pull track area with the Boyceville Firefighters Association.  This includes all leased land and activities that are held on the leased land.

 

Management of village parks and related athletic activities therein.

 

Work with the development of Anderson Hill.  Work with engineers on the planning of lots, streets and utilities for the project.  Keep in contact with realtor on the sale of the lots.

Report to full Board for final decision on project.

 

Promote Boyceville.  Pursue improving facilities, appearance, goodwill and cooperation within the Village.  Encourage new business, present business, help improve enterprises and facilities.  Provide recommendation to Finance Committee regarding Economic Development revolving fund loans.  Oversee all festival activities.  Liaison with School Board.

Promulgate a program for renewing downtown Boyceville.  Keep in contact with Boyceville business people for new ideas.

 

PUBLIC SAFETY COMMITTEE

TRANSPORTATION

AIRPORT DEVELOPMENT & MAINTENANCE

Title 2. Municipal Court. Title 5. Public Safety. Monitor police operations. Civil defense (joint with County). Keep familiar with ambulance and fire department operations.  Meet regularly with ambulance and fire personnel. . Title 6. Public Works. Keep familiar with needs on streets, sidewalks and alleys and authorize repairs.  Check Village drainage improvements, street improvements, new streets and inform Village Board.  Review improvement and progress.  Monitor street maintenance. Title 10 Motor Vehicles & Traffic – Traffic code (State & local).  Title 11 Offences & Nuisances – Public peace and order.   Public nuisances.

 

WATER & SEWER COMMITTEE

Keep surveillance on proper housing.  Chapter 11 – Health and sanitation.

Chapter 12 – License and permits (dogs, beer, liquor, dances, mobile homes, etc.)

 

Supervise new construction.  Oversee water and wastewater facility.  Monitor operation and authorize urgent repairs.  Keep familiar with DNR regulations.  Chapter 13.01-13.03.  Sewer rates, charges, cost assessments, etc.  W.P.S.C.  Water rates, charges, policies, etc.  Meet with County Planning Committee to develop and oversee the operation of a recycling system for our solid waste.  Monitor solid waste and landfill program.  Participate with County Planning Committee relative to operational costs and service fees.  Floodplain matters.


SAFE ROUTE TO SCHOOL COMMITTEE

Work with the Department of Transportation to insure the proper direction and completion of the federally funded Safe Route to School project which includes 24” epoxy pavement markings with overhead flashing lights for multiple crossings and new sidewalks near the Tiffany Creek Elementary and Boyceville Community Middle School. Crossings will involve STH 79, STH 170, and Main Street. Sidewalks and new curb & gutter will be constructed along portions of East St., Center St., and Charlotte St. and will also cross the Canadian National Rail line.

 

INSURANCE COMMITTEE

Review and determine costs for an employee health insurance program. Receive quotes for general liability, police liability, sewer back up, errors & omissions, public officials, auto, workmen’s compensation, boiler & machinery, and bring a recommendation to the Finance Planning & Personnel Committee.
